The points from the article are that networking is basically just talking to people. It points out that if you're not networking you are closing yourself off from real job opportunitities.
Why does networking work so well? As the article points out, folks hire people that they are comfortable with. So, if you've been recommended by someone whom the employer trusts, then that recommendation will work heavily in your favour if there's a job to be filled.
While networking is basically just talking to people and letting them know you are looking for work, it is possible to be more strategic iin the way you approach this.
